REAL ID

What is Real ID?

Secure driver's licenses and identification documents are a vital component of our national security framework. The REAL ID Act, passed by Congress in 2005, establishes minimum security standards for license issuance and production pursuant to recommendations by the 9/11 Commission. The law prohibits federal agencies from accepting, for certain purposes, driver’s licenses and identification cards from states not meeting minimum REAL ID Act standards. The Department of Homeland Security (DHS) announced on December 20, 2013, a phased enforcement plan for the REAL ID Act to implement it in a measured, fair, and responsible way.


What Do I Need a REAL ID for?

REAL ID requirements will impact:

  • Air travel  (starting 5/7/2025);
  • Identity verification for obtaining a DOC Personal Identity Verification (PIV) card (starting 5/7/2025);  and,
  • Access to GSA-controlled spaces and nearly 400 Department-owned and -leased facilities nationwide (implementation date varies).

The REAL ID Act and the Department 

To effectively implement REAL ID enforcement while minimizing disruptions, DOC has developed a progressive three-phased approach; each phase builds preparedness while balancing security requirements with operational feasibility, enabling a seamless transition to full enforcement beginning January 1, 2026.

Starting on January 1, 2026, at any DOC-occupied facility where visitors are required to present identification for entry, those presenting state-issued identification must present a REAL ID-compliant form of identification. Alternatively, visitors can present a different form of government-issued photo identification, such as:

  • Passport;
  • Enhanced Driver's License; or
  • Federal employee, military, or veteran identification card.

Know before you go! Before your visit, please ask your sponsor or escort whether you will be required to present a REAL ID-compliant identification card to visit a particular facility. 


Limitations

The Real ID Act does not require individuals to present identification to enter public areas of the Smithsonian, for example, or other federal facilities where it is not currently required. The laws do not prohibit an agency from accepting other forms of identification such as a U.S. passport or passport card.
