Facility Security Committees

As defined by the Interagency Security Committee (ISC), a Facility Security Committee (FSC) is responsible for approving and implementing best security measures and practices. An FSC consists of representatives of all federal tenants in a facility, the security organization, and the owning or leasing department or agency. For information related to FSCs, please contact your Field Security Service Office.


FSC Training

All personnel representing an organization on an FSC are required to complete FSC training, which includes: IS-1170: Introduction to the Interagency Security Committee and Risk Management Process, IS-1171: Overview of Interagency Security Committee (ISC) Publications, IS-1172: The Risk Management Process for Federal Facilities: Section 4-Facility Security Level (FSL) Determination, IS-1173: Levels of Protection (LOP) and Application of the Design Basis Threat (DBT) Report, and IS-1174: Facility Security Committees, or the in-person ISC RMP and FSC Training. Other personnel who should attend are executives, managers, and any personnel involved in making facility funding, leasing, security, or other risk management decisions.

The in-person ISC RMP and FSC Training is a half-day, instructor-led course covering the ISC RMP and the roles and responsibilities of the FSC. The course is offered at no cost to participants and is available on a first-come, first-served basis. 

The free, online course is available in the FEMA Emergency Management Institute Independent Study program and takes approximately 1.25 hours to complete. Its purpose is providing personnel with an overview of FSCs, members, roles, responsibilities, policies and procedures for operations, and making decisions.

The course objectives are:

  • Define a Facility Security Committee.
  • Identify FSC member roles and responsibilities.
  • Explain the FSC business, funding and decision processes.
  • Explain the FSC voting process.
  • Define risk acceptance and explain necessary documentation.
  • Describe ISC resources and training available to assist an FSC.
