Benefits

Training in the concepts and practical use of performance management is important to supervisors, managers, and employees because it:

  • Provides an understanding of a system which impacts them on a daily basis; 
  • Equips them with tools and skills to be more effective in their respective performance management responsibilities; 
  • Enhances constructive performance communication between management and employees throughout the organization; and
  • Outlines requirements which, if followed, may result in increased productivity, improved morale, reducing grievances, appeals, and unfair labor practices.

Frequency

Office of Personnel Management (OPM) regulations require the systematic development of individuals in supervisory, managerial, and executive roles, as well as potential internal candidates for these positions. Employees are encouraged to take training in performance management periodically to keep abreast of changes in Departmental policy, performance management approaches, and operating unit programs. However, at a minimum, all supervisors and managers must receive training on key performance management topics within one year of their initial appointment and complete refresher training at least every three years. Beginning in Fiscal Year 2026, supervisors must also successfully complete a supervisory course covering this guidance and essential skills typically included in new supervisor training, such as employee recognition and awards, hiring and firing, performance management (including drafting effective goals, elements, and standards), and discipline. OPM also will provide training to help supervisors meet this requirement. 

Operating Units should also provide performance management training for employees to increase their understanding of the process, management's authority, and the roles and responsibilities of all individuals in the process. On an annual basis, operating units must provide refresher training, briefings, and information on all aspects of the performance management system. 

Where to Get Training

There are a variety of sources for training in performance management:

  • Other management officials;
  • Servicing human resources offices;
  • Agency-sponsored workshops;
  • Educational providers (e.g.: Graduate School, community colleges, correspondence schools); and
  • Other training materials (e.g.: Commerce Learning Center, in-person instruction and training, etc.).
