Individual Bronze Medal

Tahira Murphy

Ms. Murphy is honored for demonstrating exceptional performance with extraordinary impact by successfully collaborating across the Department of Commerce (DOC) to advance cross-functional Open Government initiatives ensuring greater openness, transparency, and accountability, as well as meaningful civic engagement and public participation. Ms. Murphy’s efforts culminated in the sixth version of the DOC Open Government Plan featuring innovative, forward-looking approaches to information access and dissemination, and the adoption of new tools and technology that help enable the principles of Open Government.

COVID-19 Acquisition Policy and Oversight Team

The Acquisition Policy and Oversight Team is honored for providing timely and relevant acquisition and purchase card guidance in response to the COVID-19 national emergency. The team went above and beyond their normal duties to provide the DOC acquisition workforce with the tools, resources and guidance necessary to meet the unprecedented circumstances presented by the emergency. Their efforts enabled department operations to continue seamlessly through the transition to mandatory telework and expanded use of the purchase card and other procurement authorities for emergency and uncommon expenses while maintaining appropriate oversight and compliance.

DOC OCR First Generation Professionals Initiative Team

In FY 20 the Department of Commerce (DOC) Office of Civil Rights (OCR) First Generation Professionals Initiative, supported by the group of OCR employees above, continued to gain momentum and achieve success both within DOC and several bureaus, and across the Federal Sector. Key accomplishments of the FGP initiative include: the establishment of ERGs at HCHB and several bureaus; the creation of a dynamic FGP page on the OCR website; the continued collaboration with other Federal agencies; expanding FGP- related collaboration to institutions of higher education; and recognition of DOC’s FGP Initiative by OPM as a leading D&I practice.

HCHB Renovation Project Team

Bryan Carnahan - Mary Barrick - Sevana Tahmassian - Brenda Landis - Richard Shenton -        Ray Johnson, Jr. - Marc Desmangles

The Herbert C. Hoover Building (HCHB) Renovation Project Team is honored for its outstanding performance in a year of extreme challenges, including funding, design changes, technology issues and a pandemic. During mandatory telework, the Team maintained the highest level of integrity and dedication to ensure the HCHB renovation stayed on schedule. The Team set new standards of excellence in executing a major design change to eliminate potential flooding on Level A; finished the basement renovation despite the pandemic; and redesigned the Master Plan to modify office/work space in accordance with guidance from senior administration and staff.

Electric Shop - HVAC Shop  - Plumbing Shop 

The Electrical, HVAC and Plumbing Shops are honored for their extraordinary work in maintaining the Herbert C. Hoover Building in the face of a pandemic and evolving safety and health guidelines, floods, and instituting measures to protect the building during protests. Despite an evolving landscape, their consistent management and resourceful nature have allowed the building to remain open and operational. Their dedication to the building and its occupants is illustrated through the high standards of building maintenance and provision of enhanced services for the welfare of occupants.

DOC FOIA Relativity Pilot Project Team

Catrina Purvis - Roberta Parsons - Lisa Martin - Kenyetta Haywood - Antoinette Brown -        Jerome Nash - Brenda Jenkins Young - Michael Bogomolny - Allyson Deitrick - Chris Wallis 

The Relativity Pilot Team transformed the Department of Commerce’s management of, and efficiency in, responding to Freedom of Information Act (FOIA) requests, litigation and Congressional inquiries. Relativity yielded game-changing/crucial time saving record reduction rates as high as 87%; email caseload reductions by 40%. Relativity was deployed within an existing accredited cloud to avoid high start-up costs and permit easy interagency access. Relativity stores and organizes documents from multiple systems, multiple email accounts and multiple servers in one location. Analysts and attorneys can now conduct automated, centralized, faster and more uniform searches and reviews of emails, utilizing deduplication and analytics.

COVID-19 Emergency Operations Center Report Team

Brian Nowicki - Garrett Pollman - Kevin Scott Sadler 

Mr. Nowicki, Mr. Pollman and Mr. Sadler are being honored for their efforts to prepare, analyze, collaborate and report out to the Department of Commerce (DOC) COVID-19 Leadership Task Force. Their efforts provided the DOC COVID-19 Task Force and bureau leadership with a common operational picture of the local, regional, national and international effects of COVID-19 impacting the Department’s personnel, missions and facilities and enabled the Department to make data-driven decisions to protect the workforce and to ensure the continuation of the DOC mission.

ERSO PERSEC Team

Amira Jimenez Henly - Jessica Morgan - Rachel Russell - Sheri Sells

This group is recognized for outstanding support to Personnel Security (PERSEC) Programs. Multiple vacancies existed for the National Oceanic and Atmospheric Administration's Western Region Security Office; however, this group stepped up, ensuring the core mission continued, while supporting critical projects and still meeting their daily duties, keeping to mandated timelines.  The group contributed to the completion of a 1,500-case adjudication backlog, in addition to the processing and on-boarding of over 2,000 federal employees and contract personnel.

WEB HTSOS Team

Earl Dewitt Duggar - Michael D. Harman - Katherine McPhail

This group is recognized for digital transformation initiatives related to the modernization and deployment of the Office of Security's new website and migrating the High Threat Security Overseas Seminar (HTSOS) training from the State Department learning system to the Commerce Learning Center. The transformational initiatives greatly enhance the Department of Commerce (DOC) capabilities, customer service, and generated immediate cost savings. Impacts of the initiatives are Department-wide affecting all personnel traveling internationally, and the website’s enhanced customer focused data being readily available to all DOC personnel.
