LaMarsha M. DeMarr

LaMarsha DeMarr serves as the Deputy Director of Human Capital Operations. In this role, Ms. DeMarr leads a team of highly skilled HR professionals in the Office of Executive Resources, Office of Accountability and Risk, Office of Workforce Relations, Office of Safety and Health, and the Talent Management Office who are responsible for management of personnel, payroll, benefits, and talent acquisition services provided to the Department of Commerce.

In her previous role as the Director of the Office of Employment and Compensation for the Department of Commerce Human Resources Operations Center (DOCHROC), Ms. DeMarr oversaw recruitment, staffing, classification, personnel and payroll processing, benefits, and retirement counseling.  

Ms. DeMarr served in a variety of progressive leadership positions with the U.S. Mint, Bureau of Prisons, and Department of Homeland Security (DHS) where she led the effort to transition and consolidate HR processing systems, including Time and Attendance. 

After seven years with DHS, Ms. DeMarr joined the Small Business Administration (SBA) where she led the transition from a paper-based performance system to full automation. In addition, she was instrumental in securing approval for the Agency to transition to HR Shared Service providers.

Prior to becoming a civilian Federal employee, Ms. DeMarr served in the U.S. Navy where she enjoyed assignments in Orlando and Pensacola, Florida, and Brunswick, Maine.  Upon completion of her Naval service, Ms. DeMarr was afforded the opportunity, using the Veterans Recruitment Appointment (VRA), to be a part of the stand-up of the HR Service Center-East, one part of an initiative by the Department of the Navy to consolidate its HR Offices (HROs) across the country into HR Service Centers. 

Ms. DeMarr’s leadership has been instrumental in the HR transactional transformation from the DOC Bureaus to shared services. She has a strong and dedicated commitment to her staff and the customers.
