Travis D. Hoadley

Deputy Director for Human Capital Strategy

Mr. Hoadley is the Deputy Director for Strategy in the Department of Commerce (DOC) Office of Human Resources (OHRM), where he leads the Chief Human Capital Officer’s efforts to transform the human resources function into a 21st century, strategic business partner for agency mission leadership. In this role, he directs policies and programs supporting the Department’s workforce of over 50,000 employees and covering a range of federal human capital functions, including data analytics, recruitment strategy, compensation, and professional development. 

Prior to joining the Department of Commerce, Mr. Hoadley spent 15 years supporting the headquarters of the U.S. Department of Homeland Security. In his final 7 year at DHS, he served as the Director of Innovation for the Cybersecurity Talent Management System (CTMS), overseeing the design, regulation, and implementation of a modern federal personnel system for recruiting and retaining cybersecurity technical experts. This work included the creation of job definition methods, skills-based hiring assessments, and market- and performance-sensitive pay. In this role, he also oversaw the Department’s efforts to address a complex set of statutorily required workforce planning, analysis, and strategy actions for a technical workforce of over 20,000. 

Previously, Mr. Hoadley held several strategic leadership positions in the DHS Office of the Chief Human Capital Officer in which he managed future planning, official correspondence, and the execution of urgent workforce initiatives. Highlights included streamlining mission critical hiring processes, modeling the workforce implications of fiscal changes, examining the Department’s balance of federal and contractor resources for critical functions, and creating the first mission-focused workforce dashboard for DHS senior leadership. 

Before joining DHS, Mr. Hoadley worked in management consulting for a variety of federal and private sector clients. 

He holds a Bachelor of Arts in English Literature and Comparative Humanities from Bucknell University.
