Office of Real Property Programs

The Office of Real Property Programs (ORPP) supports the DOC Operating Units in the acquisition, disposal, utilization, reporting, and management of all Departmental real property assets. By serving as the Department’s technical advisor, ORPP maintains real property oversight through the implementation of various Government-wide real property programs and initiatives, including Departmental Real Property Capital Planning and the Federal Real Property Profile (FRPP) submissions.

Technical Advice and Assistance

Federal real property is complex. ORPP serves as the Department’s real property subject matter expert with a staff having a combined 65 years of hands-on real property and financial experience available to the DOC community. Providing actual solutions to real property issues and answering complex questions is the mission. ORPP also participates in Departmental reviews of GSA prospectus-level projects and provides continuous support to the DOC Senior Real Property Officer, in accordance with Executive Order 13327.

Real Property Policy

ORPP develops and coordinates real property policy (acquisition, disposal, utilization, and management) with the Operating Units and communicates it through the Real Property Management Manual document and subsequent policy bulletin updates which may be necessary.

Government-wide Real Property Initiatives

ORPP coordinates implementation of Government-wide real property policies and programs through the General Service Administration’s (GSA) Federal Real Property Profile Management System. Leading effective Department-wide capital planning efforts helps to identify efficient facility consolidation and cost-reduction opportunities across the real property portfolio in the post-pandemic world.

ORPP serves as the Departmental point of contact for real property policy matters and initiatives with its counterparts and external entities, such as GSA, the Office of Management and Budget (OMB), and the Department of Justice (DOJ).  It supports the DOC Operating Units with entering information into the GSA systems of record, as required for all space affiliated with a GSA Delegation or Occupancy Agreements. Providing users with real-time access to ongoing projects and associated financial information supports the overall DOC mission.

Coordination and consolidation of the annual Exhibit 54 data call is ORPP responsibility. The ORPP team provides information to the Operating Units on their individual space budgets and queries them on any planned increases or reductions supporting their mission need. ORPP consolidates the Operating Unit responses and provides a comprehensive Exhibit supplementing the annual budget submission.

Real Property Contracting Officer Warrant Program

The Office of Real Property Programs also oversees the Departmental Real Property Contracting Officer Warrant Program ensuring that only qualified and experienced individuals become Warranted Contracting Officers in the Department. Candidates must meet strict criteria and have specific education, training, and experience to be eligible for a warrant, following the GSA Real Property Leasing Certification Program.

Building Space and Security Invoicing

The U.S. Department of Commerce is headquartered in the historic Herbert C. Hoover Federal Building in Washington, DC constructed in 1932 and spanning nearly two-million square feet. ORPP manages the monthly rent invoicing process internally at HCHB as well as other select locations with the building occupants, in conjunction with the Office of Financial Management, using an established allocation algorithm.

Nationwide Real Property Inventory Management

To support data quality and accuracy, DOC recently upgraded its Departmental Asset Management System of Record. This database is the official centralized repository for real property accountable data. ORPP serves as the nationwide data steward over this real property information system, in coordination with the Operating Units.
