Office of Building Renovation

The Office of Building Renovation (OBR) was specifically created in 2007 to manage the Department of Commerce’s role in the Herbert C. Hoover Building (HCHB) Renovation Project — a $1 billion project to renovate and modernize this historic building.

The OBR has a dedicated staff of engineers, architects, and project managers working closely with the General Services Administration (GSA) and their contractors throughout the project, serving as an advocate for the HCHB bureaus and operating units with regard to space requirements and building services, as well as planning the tenant improvements that the DOC is responsible for funding.

Herbert C. Hoover (HCHB) Renovation Project

The goal of the HCHB Renovation Project is to create a safe, pleasant, and more energy efficient office environment for staff. The complete project will replace all of the major building systems, create additional space, and preserve significant historical spaces including the main lobby, auditorium, and the office of the Secretary of Commerce.

As part of this extensive modernization effort, we are incorporating the latest innovations in perimeter security, energy efficient building systems, and high performance workspace design.

Construction began in January 2008 with rehabilitating the Courtyard 6 infill area and replacing the aging cooling towers on the roof of the 7300 corridor.

In 2013, the Department, in conjunction with GSA, began a 21st Century Workplace Initiative that promotes mobility, collaboration, and maximum space usage. This design is based on an open office environment with shared services and amenities.

Project Objectives

  • Provide a renovated facility for the 21st century
  • Upgrade all mechanical, electrical, and life-safety systems to conform to industry standards, meet GSA guidelines, and extend the building’s useful life
  • Increase usable space and preserve significant historical spaces
  • Increase energy/environmental efficiencies for a reduced footprint and healthier building
  • Provide new furniture and IT, audio/visual and security systems
  • Provide a first-class working environment to attract and keep top talent
  • Increase space efficiencies

Today, the HCHB Renovation Project is 52% complete. Tenants enjoy state-of-the-art facilities and a collaborative, open environment in the renovated sections of the building. We are working with GSA to design and begin construction on Phase 5.
