Office of Personal Property and Transportation Management

Transportation

The Office of Personal Property and Transportation Management (OPPTM) provides oversight, guidance, and policy for fleet management operations for the Department. Our primary focus is meeting Executive Order 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability. OPPTM is charged with the strategic planning to convert the Department’s light duty vehicles to zero emission vehicles by 2027 and the remaining fleet by 2035. Associated with this conversion, OPPTM is assisting Bureaus with planning, procurement, and installation of associated charging stations.

OPPTM is leading two additional strategies to improve fleet management. One is the installation of telematics within Commerce’s fleet, enabling the Department to enhance vehicle performance, maintenance, and safety. OPPTM has also created a vehicle allocation methodology to determine the optimal fleet sizing and inventory composition.

OPPTM provides policy guidance to Bureau fleet managers to ensure monitoring of potential fraud, misuse, or abuse of the vehicle fleet credit cards.

Personal Property

OPPTM ensures the Department of Commerce (DOC) personal property assets serve the missions of our bureaus. OPPTM provides policy, oversight, and strategic planning to ensure compliance with relevant Federal laws and regulations. OPPTM’s strategic goals encompass a life-cycle approach to asset management: planning, budgeting, acquisition, management in-use, and disposal. OPPTM oversees the Secretary’s Gift Fund and the excess disposition of personal property within the Herbert C. Hoover Building (HCHB).
