Ms. Paula Patrick serves as the Strategic Advisor to Enterprise Services. In this position, she standardizes transactional activities, reduces duplication/costs, and improves the customer experience for Human Resources, Acquisition, and Information Technology services. Ms. Patrick joined the Department of Commerce in 2019 where she served as the Deputy Chief Human Capital Officer. She was responsible for the Human Resources program which includes human resource policy, workforce planning, safety, and occupational health, employee/labor relations, executive resources, training and development, performance management, talent acquisition, and compensation.

Prior to her working for Commerce, Ms. Patrick served as the Army’s Deputy Assistant Secretary for Civilian Personnel. She served as the principal advisor to the Assistant Secretary of the Army (Manpower and Reserve Affairs) on all matters pertaining to Civilian policy for its 300,000 civilians.

Ms. Patrick was promoted into the Senior Executive Service in 2013 where she served as the Director of HR Operations for the Department of Navy. She has led five shared service centers and a staff of approximately 1000 employees to fill all civilian positions across the Department.

Ms. Patrick worked for the Department of Defense for approximately 30 years. During her 17 years with Air Force, she had assignments in Charleston AFB, SC, Scott AFB, IL, Yokota Air Base, Japan, Ramstein Air Base, Germany, and three different rotations through the Pentagon. During her eight years with the Department of Navy, she worked at the Washington Navy Yard, the Pentagon, and Miramar Marine Corps Air Station in San Diego CA. DuArmy, she worked at Kelly Barracks, Stuttgart Germany, and HQ DA in the Pentagon.

Ms. Patrick received her Certificate in Coaching from George Mason University in 2018. In addition, she has a Master of Science Degree in Management from Troy State University and a Bachelor of Science Degree in Marketing from South Carolina State University.
