Report to the President on Enhancing Resilience Against Botnets

The U.S. Department of Commerce and the U.S. Department of Homeland Security released this report on May 30, 2018. It outlines a guide to government and private sector actions that would reduce the threat of botnets and similar cyberattacks.

The report responds to a May 2017 Executive Order on Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure, which directed the Secretaries of Commerce and Homeland Security to lead “an open and transparent process to identify and promote action by appropriate stakeholders” that would improve the resilience of the Internet and encourage collaboration around the goal of mitigating the threat of botnets.

The Report to the President on Enhancing the Resilience of the Internet and Communications Ecosystem Against Botnets and Other Automated, Distributed Threats represents the output of the yearlong effort launched by the Executive Order.  It lists five complementary goals that would improve the resilience of the Internet ecosystem, as well as more than two dozen suggested actions that key stakeholders can take to achieve those goals.

In November 2018, the Departments released the initial Botnet Road Map, a tool that outlines the building blocks to a more secure, resilient digital ecosystem, and includes input from industry, government, and civil society experts from across the digital environment. The Departments will submit a status update to the White House to follow up on the Road Map.
