Joyce Y. Meyer is the Under Secretary of Commerce for Economic Affairs at the U.S. Department of Commerce, overseeing the Bureau of Economic Analysis (BEA) and the U.S. Census Bureau.

Prior to her Senate confirmation, Joyce served at the White House Presidential Personnel Office and as senior advisor to U.S. Commerce Secretary Howard Lutnick. Previously, as part of the Trump Vance 2025 Transition Team, she led the preparation efforts of President Trump’s Cabinet nominees’ Senate confirmation process. 

Ms. Meyer’s 30-year career began in both chambers of the United States Congress, where she rose to senior leadership roles in the U.S. House of Representatives, followed by the White House and the private sector. As President Trump’s Deputy Assistant to the President for the White House Office of Legislative Affairs, her strategic leadership was instrumental in delivering on the President’s priorities to overhaul the U.S. tax code, trade deals, and strengthen national security. On Capitol Hill, as Deputy Chief of Staff to the Speaker of the House and as Staff Director of the House Ways and Means Committee, she played a critical leadership role resulting in laws ranging from expansion of 529 savings plans to reforming the Congressional process for trade agreements.  

As Executive Vice President for Government Relations for the American Council of Life Insurers, she oversaw advocacy at the state, local and international levels with a focus on modernizing laws and regulations impacting Americans’ retirement and financial security, particularly amid economic uncertainty during the COVID pandemic.

Meyer earned her bachelor’s degrees in political science and international relations from the University of Wisconsin-Madison and her Executive Master in Business Administration from Georgetown University’s McDonough School of Business.
