U.S. Department of Commerce Plan for Orderly Shutdown Due to Lapse of Congressional Appropriations

Funding for a portion of the federal government expired on September 30, 2025. The Department of Commerce is prepared for a lapse in funding that would necessitate a significant reduction in operations and is currently implementing its plan.

The Democrat-led shutdown has halted several key functions of the Department of Commerce, including:

  • Bureau of Economic Analysis (BEA): Important economic reporting will be suspended, such as Gross Domestic Product (GDP), Gross Domestic Income (GDI), Personal Income and other key indicators used nationwide.
  • U.S. Census Bureau: Pause of essential economic and disaster-related data.
  • International Trade Administration (ITA) and Bureau of Industry and Security (BIS): Non-national security operations are halted.
  • National Oceanic and Atmospheric Administration (NOAA): Suspension of services including fisheries monitoring, stock assessment and survey work.

The Department of Commerce has prioritized critical functions to remain fully operational including 

  •  National Weather Service: Continuation of 24/7 operations nationwide, including all U.S. states and territories, to protect lives and property.
  • National Security Functions critical to safeguarding the nation will remain operational.
  • United States Patent and Trademark Office (USPTO) is fee funded and is expected to remain operational during the shutdown.
