Will Hamby-Hopkins

Will Hamby-Hopkins is the Deputy Chief Counsel in the Office of the Chief Counsel for International Commerce (OCC-IC). Will’s work currently focuses on the Committee on Foreign Investment in the United States (CFIUS); financial services, including the U.S. International Development Finance Corporation (DFC) and the Export–Import Bank of the United States (EXIM); government procurement; ITA’s Advocacy Center; health industries; and South Asia and ASEAN

Will has represented the Department and the United States in negotiations of the Indo-Pacific Economic Framework for Prosperity (IPEF), drafted regulations related to implementation of the CHIPS and Science Act of 2022, advised on the development and implementation of the Outbound Investment Security Program, and worked closely with interagency CFIUS attorneys on the development of the Foreign Investment Risk Review Modernization Act of 2018 and its implementing regulations. 

Will previously worked at law firms in Washington, D.C. and Frankfurt, Germany, advising clients on trade remedies, customs compliance, and mergers and acquisitions. Will taught at the University of Mainz in Germany as a lecturer on U.S. law in international business and international litigation.  Will coached the University’s Foreign Direct Investment Moot team to a 4th place performance in London.

Will received his JD from the University of Georgia School of Law where he gained trial experience in the Athens Clarke County District Attorney’s office and worked for firms in Atlanta and Savannah. He served as Conference Editor of the Georgia Journal of International and Comparative Law and a member of the UGA Moot Court and Business Negotiations teams. Will competed in the Vis International Commercial Arbitration Moot in Vienna, Austria, where UGA finished in the top 16 and Will received an Honorable Mention for Best Oralist.

Will studied philosophy and religion at the University of Georgia, where he played and coached club water polo. Will and his wife, Maggie, met arguing jurisdictional issues at a Vis pre-moot in Miami and now live in Maryland with their children.
