Edd Rivera is a Assistant Chief Counsel in the Office of the Chief Counsel for International Commerce (OCC-IC).
His practice focuses primarily on data privacy (including advising on the Data Privacy Framework program), investment (including as programmatic counsel to the SelectUSA program), tax, and the Americas. Edd was part of the USG team that negotiated the EU-U.S. Data Privacy Framework. Edd was recognized in 2022 with an Attorney of the Year Award presented by the Office of General Counsel for his legal work negotiating the Framework.
Prior to joining OCC-IC, Edd clerked for the Honorable Victor J. Wolski at the U.S. Court of Federal Claims. Edd also has experience working at an international law firm in Tokyo, Japan as a U.S. qualified cross-border finance lawyer.
Edd received his JD from Columbia Law School and holds an MA in international relations from Johns Hopkins University SAIS. Edd also spent a semester abroad studying at King’s College London School of Law, was a Harlan Fiske Stone Scholar, and served as Senior Editor of the SAIS Review of International Affairs. He holds a BA in Economics and Political Science from Boston University.
Edd enjoys reading historical fiction, watching foreign films, running, hiking, and generally remaining active. He resides in Maryland with his wife Grace, their son Luca and their pet golden-doodle and russian blue cat.
Edd is a member of both the New York and D.C. bars.
