David Hogan is an Attorney-Advisor in the Office of the Chief Counsel for International Commerce (OCC-IC).  His practice focuses on the Committee on Foreign Investment in the United States (CFIUS), supply chains and supply chain services, critical minerals and metals, information and communication technologies, government procurement, advisory committees, and anti-corruption.  He also covers legal issues related to Europe, South America, the Middle East, and North Africa.

Prior to joining OCC-IC, David served in the Office of the General Counsel’s Oversight Division, where he conducted internal inquiries and advised Commerce staff and leadership on audits.  David previously clerked for the Honorable Stuart A. Raphael at the Court of Appeals of Virginia.

David graduated from Harvard Law School, where he was Deputy Online Editor of the National Security Journal and a student attorney for the International Human Rights Clinic. David also obtained a Pro Bono Certificate for 1,000 hours of service, and he interned with OCC-IC, the U.S. Department of Justice’s Criminal Division, and the U.S. House of Representatives’ Committee on Financial Services.

David holds a Bachelor of Arts degree from Middlebury College in History, where he wrote theses on U.S. Embassy Policy in Yugoslavia in the 1940’s and British Foreign Policy at the 1932 World Disarmament Conference.  He was also a member of Middlebury’s swim and dive team and studied at Université Bordeaux Montaigne and Sciences Po Bordeaux in Bordeaux, France.

David lives in Washington, D.C. with his wife, Shayna, and their two cats.  He enjoys time with family and friends and time outside.
