Robert Heilferty is Chief Counsel for Trade Enforcement & Compliance, Office of the General Counsel, U.S. Department of Commerce.  He manages an office of approximately 40 attorneys handling legal review of the agency's antidumping and countervailing duty determinations, the resulting litigation before U.S. courts, USMCA dispute settlement panels, and the World Trade Organization.  He also oversees legal work related to the agency's foreign trade zones program, steel and aluminum import monitoring, and efforts to reduce steel excess capacity, among others.

 
Mr. Heilferty is a 1988 graduate of the Columbus School of Law, Catholic University of America, where he also served as an adjunct lecturer on comparative and international trade law from 1994-2008.
