
Mindy Brown serves as the Acting Assistant General Counsel for Ethics Law and Program where she leads attorneys in the provision of legal advice relating to federal employee conflicts of interest, financial disclosure reporting, post-government employment, and support related to guidance on the Hatch Act. Her office further supports commerce employees through guidance in areas such as financial conflicts of interest, gifts, and outside activities.
Prior to joining the Ethics Law and Program Office, Ms. Brown served at the United States Patent and Trademark Office in various roles. She served as a patent examiner, a supervisory patent examiner in genetic vectors, an advisor to the Deputy Commissioner for Quality, and a patent attorney in the Office of the Chief Judge at the Patent Trial and Appeal Board. Ms. Brown earned her B.S. in Biology from Florida State University, her Ph.D. in Molecular Biology from Florida State University College of Medicine, and her J.D. from The University of New Hampshire Franklin Pierce School of Law. She is admitted to the Commonwealth of Massachusetts Bar.
