NSM-3 Finance and Economic Interagency Policy Committee (IPC) 

In partnership with multiple agencies, the U.S. Department of the Commerce is committed to strengthening our national security and foreign policy work force.

On February 4, 2021, President Biden issued a Memorandum on Revitalizing America’s Foreign Policy and National Security Workforce, Institutions, and Partnerships (NSM-3). In NSM-3, five specific goals were outlined to strengthen our national security workforce: 

  1. Expand the pathways to recruit and hire new employees from all segments of our society; 

  1. Retain and support current employees and their families; 

  1. Improve professional development to close mission-critical gaps; 

  1. Recruit and retain technical and other specialized talent, and;  

  1. Remove barriers that inhibit Americans from serving their country. 

Over the last three years, DOC has partnered with its bureaus, the Office of Human Resources Management, and the National Security Workforce Working Group to strengthen DOC’s national security workforce.  

Some highlights of the Department’s efforts include:  

  • Increasing the number of paid internships across bureaus;  

  • Broadening our outreach to attach a more diverse and inclusive workforce; 

  • Expanding the tools available to hiring leads and managers to recruit and retain talent; and 

  • Establishing new learning and development opportunities for existing employees.
