Paul Madison is an attorney with 34 years of experience in both private practice and the government. Mr. Madison joined the FirstNet Authority in 2014 and has served as senior program counsel for the establishment of the Nationwide Public Safety Broadband Network. Prior to joining the FirstNet Authority, Mr. Madison was a partner in the telecommunications and corporate practice groups of the law firm of Kelley Drye & Warren LLP. Mr. Madison has significant experience in advising businesses, drafting and negotiating contracts (in particular in the telecommunication and technology arena), and is an accomplished telecommunications attorney with an emphasis on wireless. Mr. Madison was the principal author of the petition for rulemaking at the center of the FCC’s millimeter wave proceeding, which established a new fixed wireless service operating above 70 GHz. Mr. Madison authored “Commercial Mobile Radio Carriers Are Entitled to Compensation for Call Termination,” CommLaw Conspectus, 1996. Mr. Madison is a member of the District of Columbia and Virginia Bars.
