Henry Wixon is Chief Counsel for the National Institute of Standards and Technology (NIST) of the U.S. Department of Commerce.
His office provides programmatic legal guidance, representation and management assistance to NIST, which advances the scientific and technical capabilities of America’s commercial infrastructure.
Mr. Wixon’s office also serves as legal counsel to the National Technical Information Service, which promotes Commerce Department and federal data priorities by providing information and data services to the public, industry, and other federal agencies in ways that enable U.S. innovation and economic growth.
The office’s responsibilities include the regulations implementing the Stevenson-Wydler and Bayh-Dole Acts, appeals of Employee Rights Determinations from all Federal, review of NIST Cooperative Research and Development Agreements, licenses, Non-Disclosure Agreements and Material Transfer Agreements, and the preparation and prosecution of the agency’s patent applications. The office advises CHIPS R&D programs.
Mr. Wixon is active in Interagency Working Groups on Technology Transfer, Bayh-Dole, and Research Misconduct. He participates in the Lawyers Working Group of the Federal Acquisition Security Council. He represents NIST as an ex officio member (and currently serves as Chair) of the Intellectual Property Rights Policy Advisory Group of the American National Standards Institute.
Mr. Wixon was previously a partner at Wilmer Cutler Pickering Hale and Dorr LLP. He was awarded his J.D. degree from George Washington University, where he was a member of The George Washington Law Review. Mr. Wixon is an AIPLA member and a Certified Licensing Professional.
