Meet OGC’s 2024 Attorney Honors Program Participants

OGC is delighted to welcome its 2024 Attorney Honors Program participants to the Department of Commerce!  This talented group represents a wide range of backgrounds and experience.  Here’s a glimpse into their unique stories and interests:

Justin Merhar (University of Denver) – Justin is from Wilbraham, Massachusetts. He completed his undergraduate work at Salve Regina University in Newport, RI, and holds an MBA from Clemson University. In his spare time, Justin enjoys golfing and hiking. Justin is a newcomer to Virginia from Colorado and is joined by his wife, Cristela.

Karl Mueller (Georgetown University Law Center) – Karl grew up in Lake Oswego, Oregon, just outside Portland. He did his undergraduate work at the University of Oregon before volunteering as a teacher with Peace Corps Namibia. Karl loves strategy games, reading science fiction and fantasy novels, and exploring his home of D.C.

Alexis Portnoy (George Washington University Law School) – Alexis is from Dallas, Texas, and completed her undergraduate work at American University in Washington, DC.  In her spare time, she enjoys kayaking and exploring coffeeshops. Alexis lives in Washington, D.C.

Emily Burton (The Catholic University, Columbus School of Law) – Emily is from San Diego, California, and completed her undergraduate degree at Brigham Young University. She loves ocean sports, camping, and the symphony. Before attending law school, she was a director for the YMCA and SeaWorld.

Kiko Galpin (Temple University Beasley School of Law) – Kiko is from Maui, Hawaii, and did his undergraduate studies at the University of British Columbia.  In his free time, Kiko enjoys writing horror and speculative fiction, coaching Temple Law's Jessup Moot Court team, and practicing his Japanese language skills. Kiko recently relocated to Washington, D.C. with his two cats, Momo and Taro.

Department of Commerce Attorney Honors Program participants work closely with managers and Senior Attorneys to prepare legal opinions, conduct legal research analysis, and draft legal documents to support Commerce’s diverse mission.
