Sven Hodges

Chief Counsel for Semiconductor Incentives
Sven Hodges profile picture

Sven Hodges serves as the Chief Counsel for Semiconductor Incentives.  In this position, he manages legal support for all transactional and programmatic aspects of the Department’s CHIPS Program Office established under the CHIPS and Science Act.  Prior to his current position, he served as the Deputy Chief Counsel for Semiconductor Incentives.  Prior to the Department, he was a Managing Director for Legal and Regulatory Affairs at NY Green Bank, a division of the New York State Energy and Research Development Authority.  He also served as an Advisor to the Chairman for Climate Policy and Finance for New York State.​ Previously, he worked at the Department of Energy’s Loan Programs Office, first as an Attorney-Advisor and then as Assistant Chief Counsel.  There, he provided legal advice on a wide range of loan and loan guarantee transactions, including advanced manufacturing projects, under the Title XVII loan guarantee program, the American Recovery and Reinvestment Act, and the Advanced Technology Vehicles Manufacturing loan program.​ He also worked as Deputy Associate Director for Clean Energy Finance at the Council on Environmental Quality. Prior to public service, he was in private practice as a project finance lawyer at Paul Hastings LLP and GE Energy Financial Services. He holds an AB from Harvard College, an MSc from the London School of Economics, and a J.D. from Columbia Law School.
