Donald Malcolm Smith serves as the Chief Administrative Officer for the Office of the General Counsel (OGC) where he leads resource planning, management, and execution of the office’s administrative functions, including budget, human resources, and governance controls. Mr. Smith is a seasoned executive with experience spanning the nonprofit and government sectors. His previous positions include Director of Administrative Systems and Financial Services for the Office of Disability Employment Policy; Director of Strategy and Policy for the National Archives and Records Administration; and Director of Entrepreneurship Education, Deputy Assistant Administrator and Acting Assistant Administrator for Women’s Business Ownership for the U.S. Small Business Administration (SBA). During this time SBA he represented the agency on the Financial Literacy Education Commission and the White House Task Force on Historically Black Colleges and Universities. He is a graduate of the University of Maryland Eastern Shore and Morgan State University. Notably, he served as a member of the faculty of Morgan’s School of Architecture and Planning where he taught municipal budget and finance, data analysis, research methods, and housing and land development economics.
