IMPORTANT INFORMATION

4/10/2024 Update:

The Minority Business Development Agency (MBDA), the National Telecommunications and Information Administration (NTIA) (specifically the Tribal Broadband Connectivity Program), and the International Trade Administration (ITA) recipients should follow the guidance in the Submission of the Interim SF 425 Federal Financial Reports memorandum to submit their FFR.


4/2/2024 Update:

The NOAA GMD National Grants Workshops scheduled for April and June have been cancelled and will be rescheduled in 2025.  We look forward to seeing everyone then.


The following update is intended for all external NOAA, MBDA, ITA and NTIA (Tribal Broadband Connectivity Program) eRA Commons users associated with managing or administering grants in GEMS/eRA Commons.

2/7/2024 UPDATE:

The issues stemming from the transition to BAS and eRA have been resolved.  Grantees can now resume submission of all Financial (FFR)*, Progress (PPR), and Research Progress Reports (RPPR).  

Due to the backlog of reports, the extension to 4/30/2024 for report submissions is still in place.

* MBDA, ITA and NTIA (Tribal Broadband Connectivity Program) eRA Commons users may continue to submit FFRs via their current process.

12/14/2023 Update

Due to ongoing delays in finalizing the transition to Business Applications Solutions (BAS) and eRA, reporting extensions are allowed to 4/30/24 to submit any outstanding Financial and Progress reports without considering them late.  Any recipient with a progress or financial report due between August 31, 2023, to March 31, 2024, will be granted an extension to April 30, 2024, to submit the report.   

  • Federal Financial Reports (FFRs) – Recognizing that FFRs are created containing cumulative amounts to date, 
  • Non-final reports due 10/31/23 (covering the 6-month period ending 9/30/23) will be replaced by the next non-final report due 4/30/24 (covering the 12 months ending 3/31/24). Note that the FFR due 10/31/23 will remain in ‘Late’ status in the FFR module, but no additional notifications will be received, and you will be allowed to submit subsequent reports.  
  • For Final FFRs, if a grantee requires an Extension to Closeout within this extended submission period, please submit a request following the standard process via eRA Commons. 
  • Research Performance Progress Reports (RPPRs) –If you had multiple RPPR tasks between 9/23/2023 and 3/31/2024 and were unable to submit the reports due to an eRA migration issue, DOC will allow recipients to simplify the older RPPR and submit a comprehensive report for the latest RPPR due. While an entire RPPR submission is required via eRA Commons, it is reasonable to simplify the older RPPR and submit the comprehensive report for the latest RPPR due: 
    • The latest RPPR should present comprehensive project activity.  
    • A previous RPPR must be submitted but can include a simple statement referencing the RPPR report that contains the activity (e.g., “Refer to RPPR ending in 06/30/2024 for an activity for this reporting period”).  
    • Any omission of necessary information will lead to errors, preventing the successful submission of your RPPR. Keep in mind that the required fields are identical for both Semi-Annual and Final reports, except for the Budget field, which is applicable only for Semi-Annual reports.
  • Performance Progress Reports (PPRs) – If you had multiple PPR tasks between 9/23/2023 and 3/31/2024 and were unable to submit the reports due to an eRA migration issue, DOC does not expect you to break out the project activities for each submission.  
    • The latest PPR should present comprehensive project activity.  
    • Previous PPRs must be submitted associated with each Term but can include a simple statement referencing the PPR report that actually contains the activity (e.g., “Refer to PPR ending in xx/xx/2024 for activity for this reporting period”).
