Dr. Giorleny (“Gio”) Altamirano Rayo serves as the Deputy Chief Information Officer, Office of the Chief Technology Officer, Chief Transformation Officer at the U.S. Department of Commerce.

Gio was previously at the U.S. Department of State, where she served as Chief Data Scientist, Responsible AI Official, and Statistical Official (2023-26). Gio’s leadership at the Center for Analytics in the Office of the Chief Information Officer (CIO) was instrumental in creating the strategy for and operationalization of responsible AI and the enterprise enablement of data-driven decision-making.

Prior to joining the Department of State, Gio served at the Department of Labor (2018-23), including serving as Senior Mathematical Statistician at the Chief Evaluation Office. In that role, Gio worked to democratize reliable and safe statistical and AI/Machine Learning methods and led the behavioral economics and human-centered design/CX portfolio to benefit DOL’s 16 sub-agencies and regional offices. 

Gio has about 20 years of public service experience in various contexts, including the federal government and academia. She earned a JD from the American University (Nicaragua), an LLM from Vanderbilt with a Fulbright Scholarship, a PhD in Political Science from the University of Texas-Austin, and was awarded a postdoctoral fellowship from Carnegie Mellon University. A member of the Texas Bar, Gio is certified in privacy by the Federal Privacy Council (FPC). She is also a former National Science Foundation Scholar and a published author with Oxford University Press. Gio is bilingual in English and Spanish and speaks Brazilian Portuguese.
