Andi Fisher-Colwill

Andi Fisher-Colwill serves as the Acting Deputy Chief Information Officer for Policy and Business Management and as the Director of Business and Administrative Services for the Department of Commerce Office (DOC) of the Chief Information Officer (OCIO). 

In this capacity, Andi leads a multi-sector team charged with enabling the Commerce mission through effective governance and oversight of the DOC’s $3 billion IT investment portfolio; implementation of the Federal Information Technology Acquisition Reform Act (FITARA); IT cost transparency and efficiency initiatives such as Cloud FinOps, Technology Business Management (TBM), Software License Management, and IT Strategic Sourcing; enterprise risk management; human capital and employee development, and other key business and administrative functions. 

Andi’s federal career has focused on enabling informed financial and budgetary decision-making. She has led projects to benchmark administrative costs across the US Customs and Border Protection nationwide facilities; strengthen Working Capital Fund governance at the General Services Administration; strengthen program accountability through the Treasury Department’s Quarterly Performance Review program; and embed enterprise risk management principles into budget and program administration decision-making government-wide. Prior to joining the DOC OCIO, Andi served as the Deputy Chief Financial and Administrative Officer for the International Trade Administration, a bureau of the Commerce Department; acting Budget Director of the General Services Administration; and Deputy Budget Director of the Treasury Department. 

Under Andi’s leadership, the Department has been recognized as a leader in public sector implementation of Technology Business Management and Cloud FinOPS. The Department was nominated by the TBM Council as a finalist in the Public Sector Excellence category in 2022 and won the category in 2025. That year, Andi was also recognized as a finalist for TBM Person of the Year. 

Andi serves on the board of the American Association of Budget and Policy Analysis and is an active member of the Technology Business Management (TBM) Council, where she represents public-sector equities as a TBM Ambassador and a member of the CFO of IT Community of Practice. In 2026, Andi was nominated for the Women in Technology Public Sector Leadership award.

Andi joined the government as a Presidential Management Fellow in 2004, after earning a Master of Public Policy from the American University School of Public Affairs, Washington, DC.
