The Office of the Assistant General Counsel for Finance and Litigation (OAGC/F&L) provides commercial and general legal advice and litigative representation to the U.S. Department of Commerce. Michelle O. McClelland is the Acting Assistant General Counsel; Angela Henson is the Office Administrator. The office includes three operating divisions. Mark Langstein is Chief of the Contract Law Division (CLD); Percy Robinson is Acting Chief of the Federal Assistance Law Division (FALD); and Megan Rose is Chief of the General Litigation Division.
Office Description
The OAGC/F&L is responsible for ensuring that administrative, regulatory and statutory requirements are met in the Department’s commercial conduct. Its portfolio includes matters related to debt collection, loan issuance, loan guarantees, audits of Departmental Financial Statements, provision of financial assistance, intellectual property and Federal procurements. The OAGC/F&L also functions as DOC’s Point of Contact for Department of Justice consultations regarding significant appellate and Supreme Court litigation, including cases in which the United States participates as amicus curiae. The office also represents the Department in general and commercial litigation that spans a range of subject matter from procurements, financial assistance, tort and admiralty claims, bankruptcies, foreclosures, environmental law disputes, and litigation-related subpoenas for production of documents or testimony of Department officials.
